Bangladesh Name of the Project: Forming, Developing and Nurturing WMCAs, and Training
and Assisting LCSs for subprojects under second Small Scale Water
Resources Development Sector Project Description of the project:
Water
Management Cooperative Associations (WMCAs) and Labour Contracting
Societies (LCSs), proposed in current project, offer an organisational
framework for such public participation to ensure direct involvement of
people and the stakeholders in project planning, implementation,
management, operation and maintenance.
One of the few successful water resources development stories in
Bangladesh is the Small Scale Water Resources Development Sector Project
implemented by the Local Government Engineering Department (LGED).The purpose of forming the Water Management Cooperative
Associations (WMCAs) and Labour Contracting Societies (LCSs) is to
enable comprehensive participation of the different local interest
groups (stakeholders) in project planning, implementation, management,
operation and maintenance of the proposed subprojects. While the direct
stakeholders will vary from area to area, they are likely to include
men, women, farmers, labourers, part time and full time fishers,
minorities, and people inside and outside the proposed subproject area
(upstream and downstream). The WMCAs will be formed, developed and
subsequently nurtured at subproject locations to assist LGED in the
management and operation of the small-scale water resources
infrastructure in the proposed subproject area. It is envisaged that
within one year of construction completion, formal user right of
subproject infrastructure will be transferred to the WMCAs. Name of client: Local Government Engineering Department funded by ADB

Bangladesh Name of the Project: Participatory Rural Appraisal (PRA) of Subprojects
under second Small Scale Water Resources Development Sector Project
(SSWRDSP-2) Description of the
project: The purpose of Participatory Rural Appraisal
(PRA) is to obtain a comprehensive overview of the perceptions of the
different local interest groups (stakeholders) concerning water in its
broadest sense in the proposed subproject area. While the direct
stakeholders will vary from area to area, they are likely to include
men, women, farmers, labourers, part time and full time fishers,
minorities, and people inside and outside the proposed subproject area
(Upstream and down stream). As the overall objective of SSWRDSP-2 is
poverty alleviation through small scale water resources development, the
PRAs will emphasize participatory water resources development and
planning. Thus an understanding and expertise of the technical issues of
water resources planning and management is essential to the success of
the PRA process. The PRA
will fulfil the requirement of subproject appraisal in a professional
manner using acceptable tools. More importantly, the PRA will make certain that the appraisal will be done in consultation
with both subproject beneficiaries and affected persons. This will
ensure subproject concept and design conform to the needs and
aspirations of the beneficiaries, who will ultimately be responsible for
the operation and maintenance of the subproject after it is implemented. Name
